
Most Government and Public Institutions should be clear about their obligations to have a Display Energy Certificate for their building together with the associated Advisory Report, however there are some situations where the guidance is not clear. The requirement applies to buildings with a total useful floor area over 1000 square metres which is occupied, wholly or in part, by public authorities and institutions providing public services to a large number of persons and therefore frequently visited by those persons. There is no definition of what constitutes a ‘large number’ or ‘frequent’ visits, so the prudent action is to have a Display Energy Certificate (DEC) prepared.
The responsibility for obtaining a Display Energy Certificate (DEC) rests with the occupier of the building, not the owner or landlord. If you are affected, a Display Energy Certificate (DEC) is required after 1st October 2008. Avoid penalties for non-compliance. Enforcement is by Local Authority Trading Standards Officers who can issue a civil penalty charge notice, these are currently £500 for no Display Energy Certificate (DEC) displayed and £1000 for no Advisory Report available.
To prepare for the data collection stage, collate all energy consumption information whether metered gas and electricity, or other fuels by weight or volume and document the occupancy levels of buildings over the year of assessment. Make plans of the buildings involved available to the assessors. Display Energy Certificates are valid for 12 months.

The Display Energy Certificate (DEC) must be renewed every 12 months, we will issue a reminder in good time so you remain compliant with the regulations at all times. The advisory report is valid for seven years.
